Miles Burnett’s Proposal to Create A Study to Evaluate the Success of Good Cause Eviction Becomes Law


Law Aims to Assess Effectiveness of Tenant Protections Amid Ongoing Housing Instability


BINGHAMTON, NY — On Monday, May 20, 2025, a Request for Legislation proposed by Miles Burnett, candidate for Mayor of Binghamton, passed into law. The law will begin a process to study the effectiveness of Binghamton’s newly installed Good Cause Eviction Law. Expressing a shared commitment by candidate Burnett and the Binghamton City Council to the Good Cause legislation and data-driven decision making, the law was enacted after the Binghamton City Council’s unanimous approval on May 7, 2025. It became law, per regular legislative procedure, automatically ten days after passage by the City Council. The current mayor failed to take a position on the bill, refusing to either sign the bill or veto it.

In proposing the initial legislation, Burnett stated:


“The passage of Good Cause legislation by Binghamton’s City Council is an important step in modernizing our rental laws, protecting tenants, and bringing stability to the local housing market,” said Miles Burnett. “But we need to ensure that it’s actually working. Families are still being forced to move needlessly, bouncing from one apartment to another, costing them time and money. This study will give us the tools to understand if Good Cause is delivering on its promise and how to strengthen tenant protections. I urge the city to issue this Request for Qualification as soon as possible.”


Burnett emphasized the importance of transparency, data, and balance in addressing the city’s housing crisis:


“As Mayor, I will always champion common-sense solutions to fix one of our city’s most pressing challenges: the housing crisis. The status quo is no solution. We need initiatives that deliver real results, not just the appearance of progress. My proposal as an evidence-based means to evaluate the law and inform the public. Like every piece of legislation passed by our city government, it must be judged on the verifiable benefits it delivers for residents.”
